Let the agencies investigate into RTI activist case

ITANAGAR, June 23: Farmers’ Club of East Kameng district (FCE) unit has condemned the demand for resignation of Health Minister Atum Welly  in connection with the RTI activist Payi Gyadi frame up case.

While appreciating Welly for his developmental activities, the FCE appealed to the NGOs not to drag the minister in the issue without knowing the outcome of investigation. It said that the investigation agencies  should be given free hand to nab the main culprit in the frame up case. It also appreciated the City SP Chuku Apa led police team for apprehending three persons allegedly involved in it.

 

Training prog

ITANAGAR, June 23: National Youth Project of Arunachal Pradesh completed 2 programmes of three weeks each on Cutting Tailoring and Beauty Care which was sponsored by National Council of Rural Institute (NCRI) under Ministry of Human Resource Development, Govt of India.

25 unemployed youths in each batch participated. Another two programme were recently completed at Tezu and Chongkham on Beauty Care and Traditional Dress Making respectively.

 

Association demands proper road connectivity

PASIGHAT, June23: All Adi Youth Association while extending their support to Dibang Adi Student’s Union and Dibang Adi Youth Association appealed to the state government to establish polytechnic or Degree College at Dambuk.

The association further expressing displeasure over the frequent road blockage during summer in Dambuk area, appealed to the government to take up necessary steps for proper maintenance of road infrastructure and telecommunication.

Rectify imbalance transfer and posting

ITANAGAR, June 23: All Arunachal Youth Association in a letter to chief minister regarding imbalanced transfer and posting of government officers said that some executive engineers of power department are staying at same posting place for more 6 or 7 years but some of the engineers were frequently transferred from one place to another.

It appealed to the concerned authority to look into the matter and systematized the transfer and posting system in the state as per the framed rule.

Payment held up

ITANAGAR: District Medical Officer, Papum Pare District Dr. Bengia Tobin inspected Tarasso PHC and Bormai Sub-Centre recently.

Meanwhile, on the basis of “no work no payment” the DMO has decided to hold up the payment of Tarasso PHC, Medical Officer Dr. Kajing Borang, Pharmacist Suvasis Bera and DHV Lukuga Gadi for constantly absent from their duties and place of posting in spite of repeated instructions to remain at their place of posting during peak season from May-October.

Major food relief for Kurung Kumey

ITANAGAR, June 23: Providing much needed solace to people of Kurung Kumey district, the Shillong based North East India Committee on Relief & Development (NEICORD) in collaboration with Nyishi Baptist Church Council (NBCC) and Canadian Foodgrains Bank (CFB) today despatched 300 MT (3000 quintals) rice, 12,000 kg iodized salt and paddy seeds to Koloriang for distribution among the affected families.

The relief has been provided in view of crop failure in those areas due to rat menace following bamboo flowering.

NEICORD Executive Director Rev. Dr. HM Songate said that the main objective of this relief programme is to give food security to those affected people atleast for two months during the time of Jhum cultivation.

The relief items would be distributed among 4000 affected families and each family would be given 100 kg rice and 20 kg paddy seeds, salts and clothes. The second batch of relief item of 1000 quintal rice would be reaching Koloriang within a day or two, he added.

This major relief programme, first of its kind in the state, was initiated a year ago after NEICORD received a formal request from NBCC. Funds were raised from all over the world in the last one year with Canadian Foodgrains Bank (CGB) being the major donor, Dr. Songate told this reporter.

Speaking on the occasion, local MLA Techi Kaso heaped praise on both NEICORD and NBCC for the noble work of providing  relief to the needy people of Kurung Kumey district. He suggested both the NGOs to seek the help of local administration for smooth distribution of the relief items.

Later, Kaso flagged off the trucks carrying the relief items at NBCC premises, Naharalgun at around 8 am.

A prayer meet was also held for trouble-free transportation of the items.

NBCC general secretary Rev. Likha Hali, Arunachal Christian Forum General Secretary Toko Teki also spoke on the occasion.

 

Committee calls for withdrawal of the preliminary notification on land acquisition

ANINI, June 23: The Dam Affected Citizens Committee (DACC) has demanded for withdrawal of the preliminary notification LM-15/2009(Dt), dated Itanagar, the 6th April 2011, issued for land acquisition under section 4 (1) of Land Acquisition Act, 1894 for M/S Dibang Multipurpose Project.

Calling the notification as illegal and unjustified, the organization asked, “Why the preliminary notification for the land acquisition is so necessary before the conduct of the public hearing?”

The public hearing for the project was postponed for tenth times due to resistance from project affected people, students unions and various other local organizations.

The representation of dam affected people regretted that the government has issued the notification even as DMP awaits environment and forest clearance.

“If the government is committed to fair deal then it must allow the land acquisition process to take place after the proposed bill to pave way for a new land acquisition policy addressing the concerns of the displaced persons, is introduced in the monsoon session of Parliament,” said DACC in a release.

The new bill includes the provision that proposes the State governments to acquire 30 per cent of the land needed by a private player after he acquires 70 per cent of it himself.

It also proposes to redefine “public purpose” in the land acquisition act, to include concerns expressed by a cross-section of society.

 

A glimpse of 44th Dree Football Tourney

ZIRO, Jun 23: The curtain of the 44th edition of the Dree Football Tournament organized to mark Dree celebration here would come down with the final match to be played between Laji Bogia Sports Club and Diibo Sports Club at Subansiri Stadium, Hapoli tomorrow.

Laji Bogia and Diibo reached final defeating Sojang Lapang Sports Club (3-2) and Zamra Club (5-3) respectively.

The winner would get Rs.80,000 along with the coveted Dree Trophy.

There has been no reports of tournament related incident till the end of semifinals thanks to the experienced team of officials, the changed attitude of the audience and the players.

“The attitudes of the people as well as participating teams are significantly changed in the last 4-5 years which helped improve the standard of the tournament as well as its conduction.”

At no point of time the participating teams had experienced any sort of misunderstandings.

The officiating team comprising Pura Talo as Match Commissioner and Michi Takum as Assistant Match Commissioner and referees Duyu Bida, Kipa Tachung, Dani Omo, Kago Robo, Tatum Pajik, Toko Taker and Tage Nikang has so far been doing excellent job in conducting the touranment smoothly.

It would be unfair not to mention the name of commentator Taru Razu, who has done a great job by keeping the stadium alive throughout the tournament by his fluent, impartial and entertaining commentary.

The state of the art rules implemented by the Match Commissioner to impose penalty of Rs. 200 against each yellow card and Rs. 300 for red card has also helped improve the quality of the tournament.

According to the report of the match commissioner, Mihin Taker of Sojang Lapang Sports Club (SLSC) scored 7 goals, the highest in the tournament so far, followed by Koj Chotu of Diibo Sports Club (DSC) with 6 goals till the end of semi finals. Padi Jhony of Laji Bogia Sports Club made record by scoring goal from a distance of 40 meters.

The total number of goals scored so far of the is 80 with DSC being the highest scorer with 8 goals in their kitty. No player has been red carded so far while 11 players have been shown the yellow card.

 

Tirap district administration refutes Union claims

ITANAGAR, June 23: The Tirap district administration refutes the allegations leveled against different departments including PDS in a section of press by All Longsam Students Union.  The Union should have addressed their grievances if any to the authorities concerned instead of going directly to media which creates bad precedence.  Also before releasing such a press release facts and figures should have been ascertained from the concerned departments and beneficiaries, it said.  

The PDS items are not distributed on the basis of community or tribe rather it’s distributed on the basis of average calculation of the census Population/ valid Ration card holders. The present monthly allocation of AAY & BPL rice is continuing since 2005-06. The quotas of the same have neither increased nor been decreased but numbers of ration card enrolment against these items have gone up by multiple times resulting into downsizing of issuance scale in all the places of the state, it said.

The students should have visited the official site www.tirap.nic.in to have a glimpse of circle /village wise and FPS wise monthly sub-allocation of PDS items. Salt is no more a PDS items since last 6 years all over the state which the students should have known.    The allegations are baseless and malicious aimed at maligning the image of the district administration. The district administration treats all the places in Tirap district equally in matters of development, it said. The non availability of stocks at FCI base depot is the greatest hurdle in timely distribution of PDS items. 20th of every month is the last date of drawl of PDS items from FCI base depot but more than 50% of monthly allocation of PDS items for the current month is yet to be lifted. The student leaders should take up the matters with FCI authorities /GOI for timely positioning of stocks at FCI base depots, it added.   

Without the challan dully certified by FPS level vigilance committees and countersigned by administrative officer concerned, no allocation for the subsequent month is released to that particular erring FPS thereby empowering the village authorities/ consumers, the release added.

The administration further added that the consumers particularly in Longding, Pongchau and Pumao always insist for enrollment of the entire population on AAY & BPL scheme only. They must understand that rice quota is limited and better off section of the society should opt for APL ration card also. There is no mechanism to check bogus/ ghost ration cards in these areas as has been done in Khonsa and nearby administrative circles with the introduction of e-PDS pilot project.  The circulation of bogus ration card has badly affected the issuance scale.

The issuance scale of rice 35 Kg per ration card under AAY/ BPL/APL in Khonsa, Wakka, Lazu and  Dadam administrative circles which comprises of  70% of total Tirap district population (aprox) should not be taken as disparity as the FPS level vigilance Committee in these areas are pro-active in creating awareness amongst the consumers and constantly in touch with  the concerned department officer/officials and the local administrative officer in elimination of bogus ration card as well as in successful implementation of e-PDS pilot project. Very soon the state Government is rolling out the e-PDS project to other districts of the state and will be extended to Longding Sub-division and remaining circles as well.  Till then Union should have patience and co-operate with the local administrative officer in creating awareness in elimination of bogus ration card amongst the consumers for a full proof system.

Regarding NREGS, the students should contact the concerned blocks to find out the truth before leveling wild allegations through media which does not augur well for the society. The currency shortage is felt even at SBI Khonsa and other places from time to time due to technical reason. The students should contact the BM, SBI, Longding and hammer out the problems instead of going to media.

 

Tirap bandh passes off peacefully, student’s calls for govt attention

ITANAGAR, June 23: The 48-Hours Tirap bandh called by the All Tirap Students’ Union (ATSU) which started from June  22 ended peacefully.

According to a report, all the vehicles were off the road, Educational Institution, Offices and market remained closed. There were no reports of any untoward incidents from anywhere in the district.

The bandh was called to protest against inaction of the district administration and the state government in tackling the present law and order situation in the district.

ATSU said that  Tirap need special attention from the state government  so that it can come up at par with other districts of the state.

ATSU has also expressed its profound concern over the deplorable road condition between Hukanjuri check gate and  Joypore wherein both Arunachal Pradesh and Assam government have not initiated any action. It further resented the absence of the HoDs.  

ATSU further  called upon the executive Engineers of PWD, RWD, PHED, Power and WRD and other departments to immediately resume their offices before the things go from bad to worse.

The Union further took strong exception to the alleged comment of the Kanubari MLA Newlai Tingkhatara who is reported to have said that law and order problem was in Khonsa and other places and not in Kanubari.

The student leaders cautioned N. Tingkhatara not to make decisive and contradictory statement in public. It further said that  he should think about the entire district and not Kanubari alone. Rajiv Gandhi University Students’ Union of Tirap & Changlang (RGUSUTC) and Tirap, Changlang & Lohit Students’ Union of Itanagar (TCLSUI) has also expressed deep concern over the reported  statement bandh made by Tingkhatra upon ATSU bandh in Tirap.

 

Congress lambasts Ramdev, to support Govt on Lok Pal bill

ITANAGAR, June 23: Congress today lambasted Yoga Guru Ramdev for allegedly accumulating huge amount of money as donation to fulfill his “hidden agenda”.

Addressing a party meeting at Rajiv Gandhi Bhawan here today, AICC secretary and incharge of Arunachal Pradesh Sanjay Bapna said that Ramdev collected huge donations from various sources for social and spiritual cause. But, money is unaccounted and received from unknown sources, Bapna said alleging that Ramdev has used the collected money against public interest to promote his hidden agenda at the behest of BJP and RSS.

Highlighting the “Congress view on the present situation – I and achievements of Congress-led UPA-I and UPA II Govt, Bapna said Govt has already taken appropriate action to curb corruption in the country. He also gave details of achievement of UPA Govt.

Addressing the  party workers, Chief Minister Jarbom Gamlin said that the people of Arunachal Pradesh in general and Congress workers in particular will stand by the decision of the party High Command  on the Lok Pal Bill that will be presented in monsoon session of Parliament. The CM also briefed on the achievement of the UPA-I and UPA-II.

Pointing out the reported crusade launched by Ramdev against black money, Gamlin said the BJP-ruled Karnataka is reeling under corruption but Baba has conveniently kept himself away from Karnataka issue. This has proved that Ramdev’s agitation is politically motivated and it is backed by BJP and RSS, Gamlin claimed.

Pointing out the measures taken in the state against corruption, the Chief Minister said a vigilance department is already there to check corruption.

Congress party has always been working for the interest and welfare of poor and downtrodden   since the days of first Prime Minister of India Pt Jawaharlal Nehru, said CWC member and Arunachal in-charge Dr (Col) Dhani Ram Shandil in his address.   He said, the Congress party  has always been taking appropriate and timely action not only at the Centre but also in Congress ruled states to curb corruption.

Claiming that  economy of the country has remained strong and stable with the nationalization of bank by former Prime Minister Indira  Gandhi,  Shandil said, instead of giving credit to Congress for financial achievement, BJP and its allies have been indulging themselves not only in mud-slinging but also using various tactics to destabilize the nation.  He called upon the party workers in the state to keep strict vigil against such forces working against the interest of nation.

Justifying the Govt action on Ramdev at Ramleela maidan, Shandil said Govt had taken appropriate action at right time  in order  to tackle law and order situation.

He regretted that BJP which speaks about corruption, chose to remain silent about the corruption in Karnataka.

Arunachal Pradesh Congress Committee (APCC) president Nabam Tuki in his address assured the party high command  to  highlight the achievement of the  UPA Govt in grass root level. He also appealed all the executive members of block and district level Congress committees and other frontal wings of the party to organize awareness campaign on achievement of UPA Govt at Centre.

Lambasting Ramdev Baba, Tuki said, instead of teaching yoga, he engaged his followers to fulfill his hidden agenda to achieve political mileage.

APCC vice president Padi Hinda  also spoke on the occasion.

Large number of Congress leaders including ministers, parliamentary secretaries, MLAs, PCC office bearers, frontal wings members took part in the meeting.

Earlier, both Shandil  and Bapna highlighted the achievement of the UPA Govt, steps taken by Govt against corruption and criticized Ramdev Baba for accumulating huge sum of  unaccounted money during a press conference. Bapna further said that by receiving cash amount from the donors without maintaining record, Ramdev has indirectly encouraged corruption and black money. Chief Minister and APCC president were present during the press meet.

 

 

Insurgency in Arunachal

ITANAGAR, June 23: It is widely assumed that Arunachal Pradesh is the most peaceful state of North East India. Many believe that unlike other NE states Arunachal is not affected by insurgency problem barring twin districts of Tirap and Changlang. However a close study shows that in the last few decades Arunachal too has been affected by presence of insurgency group. The recent report of the alleged merger of Arunachal Naga Liberation Front (ANLF) with NSCN (K) illustrates how UG groups have made inroads in Arunachal

It is believed that majority of Arunachalee politicians and government officers belonging to those districts which shares inter-state boundary with states like Assam and Nagaland pay protection money to groups like NSCN, ULFA and NDFB (anti-talk faction) to ensure their personal safety.

Besides group like NSCN, ULFA and NDFB number of indigenous armed groups have been active in major parts of state.

Of all UG group NSCN which include both K and IM faction is the most well known group with strong hold in Tirap and Changlang district. They carry out extortion in these two districts without any hitch and often turf war breaks out between them over it. Other than these two districts, now NSCN has spread their wing to different parts of state and it is believed they even have major say in the government formation in Itanagar. The anti-talk faction of National Democratic Front of Bodoland(NDFB) is quite influential in districts like West Kameng, East Kameng, Papum Pare, West Siang and East Siang which shares boundary with neighbouring state Assam. There has been report of number of extortion and kidnapping cases allegedly carried out by them in these districts. The other Assam based UG groups to be active in Arunachal is United Liberation Front of Assam (ULFA). Their area of influence is in Lohit and Changlang districts.

Couple of indigenous UG groups like National Liberation Front of Arunachal (NLFA), National Liberation Council of Taniland(NLCT), Arunachal Dragon Force(ADF), United Socialist Council of Arunachal(USCA), Liberation Tiger of Arunachal (LTA) were formed in the last few decades. Most of them have become defunct except NLCT which is still active in some districts. NLFA was established in the year 1999 with its headquarter at Dimapur. The group was mostly active in Western Arunachal especially in capital region. Later many of their members were either arrested or surrendered and by the year 2005 they became defunct.  NLCT came into existence in the year 2007 with Anthony Doke as chairman. They started their group with aim of protecting the rights of indigenous tribal’s of Arunachal. However unorganized way of functioning has led to the arrest of most of their members including Chairman Doke. But still some members are at large and carrying out the operation probably from Nagaland. NLCT has been very influential in major parts of state starting from Tawang  to East Siang district.

USCA was established in 2005 but by year 2007 most of the members surrendered and it became defunct too. Arunachal Dragon Force (ADF) was one of the earliest indigenous UG groups to come out from Arunachal. ADF was formed in the year 1995 and it had strong presence in Lohit district. But by the beginning of 1997 group vanished from the scene. Many of the indigenous UG group of Arunachal  started with tacit support from Assam and Nagaland based groups.

With lack of coordination between Assam and Arunachal police forces, these UG groups have been carrying out their operation quite easily.

 

BJP not to field candidate

Itanagar, June 23: The Bharatiya Janata Party Arunachal Pradesh State Election Committee after its 3 days hectic parleys  arrived to a consensus decision today not to field party’s candidate in the Mukto by-election. The decision was taken  as a  party’s last respect to former Chief Minister Dorjee Khandu  and in recognition of  his liberal attitude  for welfare of downtrodden people irrespective of party affiliation  which is rare in the political history of Arunachal Pradesh, informed party general secretary and spokesman Tai  Tagak in a release.    

The BJP state Core Committee members including  state President Dr. Tangor Tapak, leader, BJP Legislature Party, Tamiyo Taga, Deputy Leader, BLP, Tapen Siga, state BJP Vice President, Padmeshwari Jamoh, State General Secretary–in-Charge-Organization, Tai Tagak and the former Lok Sabha MP & National General Secretary, Tapir Gao and Tawang District BJP Committee delegation actively participated in the party’s parley.

 

 

The Burden of Black Gold

Ledo is a dusty small town near Margharita under Tinsukia District of Assam. Historically the area belongs to Tangsa and should have been under Changlang District. They migrated to the Patkai hills during 16-17 century and took control of the whole area. But after the treaty of Yandaboo in 1826 British became the master of North East including Ledo. The place was once a U.S Army base during World war II.  Whenever I pass through the area, it always fascinates me not because of the famous Stilwell Road or the Patkai festival, but for the tale that lays buried under the black gold of the area. There are lot of interesting tales in  Ledo - the courageous people of the area and their role in World War II, the dense forest with different species of deer, the elephant herds, birds and the man and tiger conflict.  Then there are the heart-warming love stories of migrant labourers who fell in love with local dame that can put even Romeo and Juliet into shame.

On my recent visit to changlang district, I stopped at the area to repair a punctured tire, when I happened to meet one Kasi Nath who came to this area during 1948 at the tender age of 13, for mining work as a labourer from Nepal. Our interaction became so intriguing that I ended up staying in the place for 2 days. He recalled nostalgically how he came to the area along with 50 labourers from Nepal, how 18 of his friends died in an accident inside a mine, how he made fortune by occupying a large plot of land.

Mining in Ledo was started by Assam Railway & Trading Company on 30 July 1882. Many contractors were engaged, out of which prominent ones are: Kamsung Lama(1923) and  T.B Pradan (1928). They brought in many labourers from Nepal and Bangladesh and there were more than one thousand odd labourers working in the mine engaged by different contractor and the company. Most of these labours left their mining job to clear all the forest and occupy the area. They outgrew the indigenous people and at present they form the major population. The Tangsas are pushed back to the hill where open mining activity is still going on. They are sleeping on top of the black gold so they should have been economically very sound, Right? But the fact that this black gold has become a burden for them, a huge burden on their backs. Most of them are reduced to manual worker in the coal mine. Then there are health problems. Asthma and sinusitis are very common among the locals which are caused by coal dust.  On the other hand government and the business men are making profit in the tune of billions. This situation could have been different if MOU were stressed on sharing of profit to the owners of the land. Even one percent share could have drastically changed the economic status of the people of the area.  The agreement does not mention about profit sharing but, it does mention about socio-economic status of the population and broad plan for resettlement of the displaced population and alternate livelihood. It also mentions the preservation of wild fauna and flora. But practically nothing has been done except for small amount of compensation. As for the preservation of wildlife and forest, few sign boards have been erected with the slogan- Use coal, plant trees. The rich habitat has already been lost and all the wildlife has become extinct.

The lesson to learn from this mistake is;

1. The MOU signed for establishment of any type of business, may be coal mine, hydropower, cement factory or any business with high magnitude should not be hurriedly signed without proper study of its impact.

2. The owner of the land may be private or community should be a share holder rather than payment made for compensation.

Except for the migrant labourer the project does not benefit to anybody.  Accumulation of wealth does not matter anything at the end of the day. See the case of the contractor who brought Kasi Nath to Ledo. His labours are progressing economically in Ledo, but for himself faith has other thing in store. He was not even blessed with single son despite having three wives. I try to locate his property during my two days stay but could not find any, not even a remnant of his property.

 

KKSU calls for relief for flood affected Yomcha circle

ITANAGAR, June 23:  Kargu Kardi Student’s Union (KKSU) while calling for government attention said that  on June 22, Yomcha circle under West Siang, has been hit by a flash flood.  The sudden flood at Mio, Bome and Rimi has caused enormous damages to the fields located at the valleys.

Most of the newly planted crops have been either washed away or are completely buried by the sands. In addition to that the bamboo plantations, horticultural gardens and other valuable plantations at the valley have been affected, it said.

 It further said that there has been alarming erosion of fertile land in the area which has no flood control measures.

It appealed to the Relief and Rehabilitation, WRD, Agriculture and Horticulture Departments to initiate necessary action regarding the assessment of the damages caused by the flood and for the release of relief packages to the effected farmers and cultivators accordingly.  

KKSU further said that in order to prevent such kind of flooding and to prevent erosion of the fertile land, the concerned department initiate proper implementation of flood control schemes in the flood affected area.

ITANAGAR, June 23: The central Executive Committee of Arunachal Teachers’ Association has appealed to the education minister and commissioner education for early release of sufficient fund to various schools of the state under Right to Education Act.

It claimed that with the implementation of Right to Education, collection of admission and other fees from students has been restricted by the government, further after the implementation of the Act till today no any school or institution has received any fund under Right to Education except maintenance grants and teachers grant from SSA Project.

The association further highlighting the financial problem faced by the teachers in their respective institution due to shortage of fund, said that, teachers will not responsible for delay start of academic session, if the state government fail to release available fund to all the schools of the state before opening of new academic session.

The association further urged the government to supply Text Books immediately so that the academic classes start in schedule in all schools of the state.

It also said that CGI Sheet meant for the construction of civil works under SSA financial year 2010-11 has not been supplied yet, thought some of the construction works were completed in school level as some of the contractor used their own CGI Sheet for the purpose, which may be of low quality or standard. It urged the State Project Director, SSA to instruct the contractor or supplier to supply quality items in time.

 

Refresher course for cooperative employees

ITANAGAR, June 23: A ten days refresher course for cooperative employees and members started yesterday at AP Cooperative Training Centre under central sector scheme sponsored by National Council for Cooperative Training, New Delhi. Importance of business development, planning, book keeping and accountancy, Allied Laws on Cooperative, rural sanitation, women empowerment and man power development, self help group and micro finance and its importance in rural economy, project preparation and planning, cash management and involvement of youth in cooperative sector will be imparted to the trainees during the training period.

The inaugural function was attended by Deputy Commissioner, Capital Complex Pawan Kumar Sain and Joint RCS (D) Department of Cooperative RD Thongon as chief guest and guest of honour respectively.

The programme was also attended by CEO cum Principal Goto Nyorak, faculty from Institute of Cooperative Management, Guwahati Dr. P Baishya and other officials.

 

Green Kameng drive

BOMDILA, June 23: Apart from guarding the frontiers of the nation, Indian Army has also been doing its bit in contributing towards the nation building. Be it helping the civil populace during natural disasters or be it taking education and technology to the remotest corners of the country or be it awareness or preservation of the environment, Indian Army has always been doing more than its share of the duty.

Ball of Fire Division organized the Green Kameng Drive; a joint military-civil initiative of tree plantation at Rupa in the district the day before by the 21 Punjab Regiment under the aegis of HQ 311 Mountain Brigade. The drive was organized across the entire garrison of Ball of Fire Division. The central event of the plantation was organized at Army Environmental Park & Training Area wherein a host of senior army officers and civilian officers of the district were present. Brigadier Anil Sharma, Deputy General Officer Commanding of Ball of Fire Division inaugurated the event as the chief guest.

School children of the area were involved in the tree plantation where young hands were seen at work to make the Green Kameng Drive a grand success. More than 250 saplings of various types including fruit bearing plants, pine and Mor pankhis were planted across the entire garrison. It was followed by a signature campaign to make the event more memorable. In the interaction that followed, the civil and military dignitaries shared their experiences with the school children and highlighted the importance of tree plantation in the wake of mindless felling of trees for agriculture related activities, urbanization and other commercial purposes resulting in the deadly global warming. It was pledged to make such events a regular feature and in a much larger platform using the tools of Information, Education and Communication, which if done so, would definitely prove to be the building blocks in making the nation a green and pollution free one.(DIPRO)

Dear Editor,

This is regarding demand of resignation of Health & Family Welfare & RWD Minister Atum Welly.

As per my personal view the entire illegal appointments and corruption is not related with him only because three months ago we read in Arunachal Times that there are above 2000 illegal appointments in various Government Departments.

In the Payi Gyadi case, it is being investigated to trace out the culprits.

So, only after completion of the investigation, if anyone is found guilty action should be initiated. But this is a not a right time for any organization, political party to jump blindly into the issue. It will not bring any result rather it will hamper the investigation process.

I request Payi Gyadi and all organizations to take up the case of  more than 2000 illegal appointments to make Arunachal corruption free state.

Free rides

Dear Editor,

It has become a common practice for most of the officials in the state to use the Government Vehicle for private purposes like shopping, long drives, dropping wards to schools or colleges and some even for rough driving and hunting. Whereas it is known to everyone including the commonest of the common man that the Government Vehicle is maintained and fueled by the public money and that the Vehicle is meant only for the official purpose that too with prior requisition, not excluding even the MLAs. Why is the Government silent and muted on this issue? Does the centre funds the state for this? Does the public pay various taxes for this? It is my sincere request to the state government and the DCs of respective districts to look into the matter. Also the head of the office of respective offices / departments should take proper action for better use of the public money.

Let there be fair distribution

Dear Editor,

I would like to share some of my views regarding the demands of DAYA and DASU. The voice of Dibang Adi Youth Association(DAYA) and Dibang Adi Students Union(DASU) for development of backward Dambuk is highly appreciable. This positive move of both organisations deserves appreciation from all corners.

Dambuk area has always been a victim of political negligence in the past thereby deprived of many developmental activities. All the developmental projects were being neglected by the Govt. on the pretext of communication problem and on the other side neglected surface connectivity. Besides all the head offices established, Roing area has got many important institutions like I.T.I, DIET, JNV, VKV, KV, Forest School etc. whereas on the other hand Dambuk area is crying for such important institutions. In this regard Govt. should have special consideration for establishment of Model College or Polytechnic at Dambuk.

Lastly, it is my sincere request to all the intellectuals, people and organisations  to support the voice of DAYA and DASU for the development of Dambuk.

Dear Editor,

I would like to support the voice of Dibang Adi Youth Association (DAYA) for Degree College and Polytechnic at Dambuk. Further I criticize our Govt. for unequal distribution of developmental schemes in Lower Dibang Valley District. If this trend continues, people will lose hope towards our so called "Peoples First Government". Further this time the people of Dambuk should not compromise the establishment of Degree college and Polytechnic on the ground of communication bottleneck. Developmental schemes should not be always" headquarter centric" rather it should be divided equally among all the regions of that particular district.

Therefore it is my earnest request to our Education Minister and Chief Minister to look seriously into their grievances otherwise people of Dambuk will really lose their hopes towards our Govt.

The fake certificates and credentials of employees

Dear Editor,

This is regarding the fake education certificate and mark sheet case involving Arunachal Pradesh health and family welfare minister Atum Welly’s son and daughter.

Two FIRs lodged with Basistha and Bharalumukh police stations in the city by a city-based educational institute, Assam Education and Management Academy (AEMA), alleging that Welly’s son Akung and daughter Annung had used fake certificates in the name of two colleges in Assam — Pragjyotish College and Beltola College — to get government jobs in Tax and excise and SCO in art and culture Govt of A.P.

The university authorities said to be informed in writing that Akung had never taken admission into the colleges.

There is a big fake certificate scam in the name of Assam-based educational institutions and this may be tip of Ice berg. The concerned authority is requested to do thorough investigation of all Assam based degrees of govt employee of all departments in the state.

The news item is not only the big embarrassment for present govt but shameful for the political leaders in particular and people of Arunachal in general. The ministers should resign on moral ground till the investigation is over.

Is it a road or a river

Dear Editor,

Let me have privilege to express some satirical thoughts regarding G – Extension road of Naharlagun.

If one would do an aerial survey of Capital, they might end up mistaking the road as River or Ganga Lake. As it is filled with stagnant water all the time and worst is in pleasant rainy day.

Shall we call this road as G – Extension Galli as like existing Galli of other cities? Here we don’t find distinct path way for pedestrian and vehicles, all moves abreast with Darwin’s theory of survival of fittest.

Though commercialized, even SBI and other banks established, yet still it is in its crater form.

Apparently, it’s been years the road is in its worst condition, everyone can see. Does the authority want us public to generate fund and renovate it?

The Damroh-Maryang road

Dear Editor,

Damroh-Maryang road is the only life line for the people of Upper Siang. But general public of this Sub-Division are facing acute problems as 75 percent of the road is almost ruined. The road at Silli village, Block point at Padu and 1 km from upwards to Damro from Padu village is dangerous for all kinds of vehicles.

In these particular places there is an apprehension of accidents and if so, responsibility of loss of lives and properties may be claimed from the Department of PWD Maryang Division.

I appreciate all the drivers of commercial and personal vehicles for their perfectness in driving.

On the other hand I totally blame the Department of PWD for their negligence. This aforesaid particular places can be maintained within the total cost of  not more than Rs. 50,000/- or by deputing department 10 labourers in one week.

In this letter it is my humble appeal to the Engineering Department, the Local MLA, Jiten Panggeng and all other public leaders to find out a solution to repair these particular places and other parts of the ruined road. More over it is my humble request to the concern Engineering Department to appoint two permanent casual labourers for Padu village Block Point for immediate repairing and maintenance.

Reversing trend of development

Dear Editor,

It was nice to see associations coming out for some damage control act (Dambuk cries for development, June 20).I do not belong to Dambuk, however I have some deep rooted memories of my teenage years, hence the sympathy.

It may not be incorrect if I say Dambuk is the only place in the world which is reversing in terms of development. For others, villages have become towns, towns into cities and so on. It was way back in 1920 that the colonial British established the present school of Dambuk which is the 2nd oldest in the state.This very village was once considered one of the factories that produced brilliant students. Do I need to mention that the first ever IAS and Doctor of our state are products of this village? It has produced IITians, JIPMERians, and Technocrats as well.

It’s hard to believe that this village is living without electricity for years. Now, I may be challenged by some readers that there are many villages that do not have electricity. Well , it had. The small hydel was abandoned in around 1994, if I am not wrong. Some villagers say that the machines were transported to a nearby district. On the other hand, Dambuk has the worst communications compared to any place in the state. It remains cut-off from the rest of the country for 8 months a year. Students from  Dambuk who study in other schools like JNV,VKV Roing,Tezu college,Pasighat are the worst sufferers. Either it is vacation or the completion of it; they swim across 8-9 rivers, holding their clothes, certificates in one hand in the air and the other hand busy maneuvering. It’s not an exaggeration but a real truth which I too have gone through during my JNV days.

I do visit Dambuk sometimes, to meet my old friends. Despite so many years I have not noticed an  inch of development in that area. My friends do tell me that every good govt. initiatives are channelled away from Dambuk, reason being the bad communication. In my view there are two very interesting things to it. Why not the govt.install an institutional project so that roads are build and I believe that roads will be built.

Dambuk has other reasons why it is calling for attention. The Anglo-Abor war of 1894 was fought in Dambuk. One can still see the big boulders erected by villagers for defence as well as ambush. It should serve as a place of state interest and for the nation as a whole.

Believe it or not, the only change I could see is the large amount of migration of families from Dambuk to Roing area in search of greener pastures, and why not. Almost 99.9% of the wealthy and whos-who of Adis of Roing area are migrants of Dambuk .It is high time they contribute to the helpless cry of these associations, not necessarily monetarily. I feel encouragement and timely advice armed with genuine developmental input will be OK.
