ITANAGAR, June 23: Farmers’ Club of East Kameng district (FCE) unit has condemned the demand for resignation of Health Minister Atum Welly in connection with the RTI activist Payi Gyadi frame up case.
While appreciating Welly for his developmental activities, the FCE appealed to the NGOs not to drag the minister in the issue without knowing the outcome of investigation. It said that the investigation agencies should be given free hand to nab the main culprit in the frame up case. Major food relief for Kurung Kumey

ITANAGAR, June 23: Providing much needed solace to people of Kurung Kumey district, the Shillong based North East India Committee on Relief & Development (NEICORD) in collaboration with Nyishi Baptist Church Council (NBCC) and Canadian Foodgrains Bank (CFB) today despatched 300 MT (3000 quintals) rice, 12,000 kg iodized salt and paddy seeds to Koloriang for distribution among the affected families.
The relief has been provided in view of crop failure in those areas due to rat menace following bamboo flowering.
NEICORD Executive Director Rev. Dr. HM Songate said that the main objective of this relief programme is to give food security to those affected people atleast for two months during the time of Jhum cultivation.
The relief items would be distributed among 4000 affected families and each family would be given 100 kg rice and 20 kg paddy seeds, salts and clothes. The second batch of relief item of 1000 quintal rice would be reaching Koloriang within a day or two, he added.
This major relief programme, first of its kind in the state, was initiated a year ago after NEICORD received a formal request from NBCC. Funds were raised from all over the world in the last one year with Canadian Foodgrains Bank (CGB) being the major donor, Dr. Songate told this reporter.
Speaking on the occasion, local MLA Techi Kaso heaped praise on both NEICORD and NBCC for the noble work of providing relief to the needy people of Kurung Kumey district. He suggested both the NGOs to seek the help of local administration for smooth distribution of the relief items.
Later, Kaso flagged off the trucks carrying the relief items at NBCC premises, Naharalgun at around 8 am.

Committee calls for withdrawal of the preliminary notification on land acquisition
ANINI, June 23: The Dam Affected Citizens Committee (DACC) has demanded for withdrawal
of the preliminary notification LM-
Calling the notification as illegal and unjustified, the organization asked, “Why the preliminary notification for the land acquisition is so necessary before the conduct of the public hearing?”
The public hearing for the project was postponed for tenth times due to resistance from project affected people, students unions and various other local organizations.
The representation of dam affected people regretted that the government has issued the notification even as DMP awaits environment and forest clearance.
“If the government is committed to fair deal then it must allow the land acquisition process to take place after the proposed bill to pave way for a new land acquisition policy addressing the concerns of the displaced persons, is introduced in the monsoon session of Parliament,” said DACC in a release.
The new bill includes the provision that proposes the State governments to acquire 30 per cent of the land needed by a private player after he acquires 70 per cent of it himself.

Tirap bandh passes off peacefully, student’s calls for govt attention

According to a report, all the vehicles were off the road, Educational Institution, Offices and market remained closed. There were no reports of any untoward incidents from anywhere in the district.
The bandh was called to protest against inaction of the district administration and the state government in tackling the present law and order situation in the district.
ATSU said that Tirap need special attention from the state government so that it can come up at par with other districts of the state.
ATSU has also expressed its profound concern over the deplorable road condition between Hukanjuri check gate and Joypore wherein both Arunachal Pradesh and Assam government have not initiated any action. It further resented the absence of the HoDs.
ATSU further called upon the executive Engineers of PWD, RWD, PHED, Power and WRD and other departments to immediately resume their offices before the things go from bad to worse.
The Union further took strong exception to the alleged comment of the Kanubari MLA Newlai Tingkhatara who is reported to have said that law and order problem was in Khonsa and other places and not in Kanubari.
The student leaders cautioned N. Tingkhatara not to make decisive and contradictory statement in public. It further said that he should think about the entire district and not Kanubari alone. Besides group like NSCN, ULFA and NDFB number of indigenous armed groups have been active in major parts of state.
Of all UG group NSCN which include both K and IM faction is the most well known group
with strong hold in Tirap and Changlang district. They carry out extortion in these
two districts without any hitch and often turf war breaks out between them over it.
Other than these two districts, now NSCN has spread their wing to different parts
of state and it is believed they even have major say in the government formation

Couple of indigenous UG groups like National Liberation Front of Arunachal (NLFA), National Liberation Council of Taniland(NLCT), Arunachal Dragon Force(ADF), United Socialist Council of Arunachal(USCA), Liberation Tiger of Arunachal (LTA) were formed in the last few decades. Most of them have become defunct except NLCT which is still active in some districts. NLFA was established in the year 1999 with its headquarter at Dimapur. The group was mostly active in Western Arunachal especially in capital region. Later many of their members were either arrested or surrendered and by the year 2005 they became defunct. NLCT came into existence in the year 2007 with Anthony Doke as chairman. They started their group with aim of protecting the rights of indigenous tribal’s of Arunachal. However unorganized way of functioning has led to the arrest of most of their members including Chairman Doke. But still some members are at large and carrying out the operation probably from Nagaland. NLCT has been very influential in major parts of state starting from Tawang to East Siang district.
USCA was established in 2005 but by year 2007 most of the members surrendered and it became defunct too. Arunachal Dragon Force (ADF) was one of the earliest indigenous UG groups to come out from Arunachal. ADF was formed in the year 1995 and it had strong presence in Lohit district. But by the beginning of 1997 group vanished from the scene. Many of the indigenous UG group of Arunachal started with tacit support from Assam and Nagaland based groups.

Ledo is a dusty small town near Margharita under Tinsukia District of Assam. Historically
the area belongs to Tangsa and should have been under Changlang District. They migrated

On my recent visit to changlang district, I stopped at the area to repair a punctured tire, when I happened to meet one Kasi Nath who came to this area during 1948 at the tender age of 13, for mining work as a labourer from Nepal. Our interaction became so intriguing that I ended up staying in the place for 2 days. He recalled nostalgically how he came to the area along with 50 labourers from Nepal, how 18 of his friends died in an accident inside a mine, how he made fortune by occupying a large plot of land.
Mining in Ledo was started by Assam Railway & Trading Company on 30 July 1882. Many
contractors were engaged, out of which prominent ones are: Kamsung Lama(1923) and
T.B Pradan (1928). They brought in many labourers from Nepal and Bangladesh and
there were more than one thousand odd labourers working in the mine engaged by different
contractor and the company. Most of these labours left their mining job to clear
all the forest and occupy the area. They outgrew the indigenous people and at present
they form the major population. The Tangsas are pushed back to the hill where open
mining activity is still going on. They are sleeping on top of the black gold so
they should have been economically very sound, Right? But the fact that this black
gold has become a burden for them, a huge burden on their backs. Most of them are
reduced to manual worker in the coal mine. Then there are health problems. Asthma
and sinusitis are very common among the locals which are caused by coal dust. On
the other hand government and the business men are making profit in the tune of billions.
This situation could have been different if MOU were stressed on sharing of profit
to the owners of the land. Even one percent share could have drastically changed
the economic status of the people of the area. The agreement does not mention about
profit sharing but, it does mention about socio-
The lesson to learn from this mistake is;
1. The MOU signed for establishment of any type of business, may be coal mine, hydropower, cement factory or any business with high magnitude should not be hurriedly signed without proper study of its impact.
2. The owner of the land may be private or community should be a share holder rather than payment made for compensation.
Except for the migrant labourer the project does not benefit to anybody. Accumulation of wealth does not matter anything at the end of the day. See the case of the contractor who brought Kasi Nath to Ledo. His labours are progressing economically in Ledo, but for himself faith has other thing in store. He was not even blessed with single son despite having three wives. I try to locate his property during my two days stay but could not find any, not even a remnant of his property.
KKSU calls for relief for flood affected Yomcha circle
ITANAGAR, June 23: Kargu Kardi Student’s Union (KKSU) while calling for government attention said that on June 22, Yomcha circle under West Siang, has been hit by a flash flood. The sudden flood at Mio, Bome and Rimi has caused enormous damages to the fields located at the valleys.
Most of the newly planted crops have been either washed away or are completely buried by the sands. In addition to that the bamboo plantations, horticultural gardens and other valuable plantations at the valley have been affected, it said.
It further said that there has been alarming erosion of fertile land in the area which has no flood control measures.
It appealed to the Relief and Rehabilitation, WRD, Agriculture and Horticulture Departments to initiate necessary action regarding the assessment of the damages caused by the flood and for the release of relief packages to the effected farmers and cultivators accordingly.
KKSU further said that in order to prevent such kind of flooding and to prevent erosion of the fertile land, the concerned department initiate proper implementation of flood control schemes in the flood affected area.
Release adequate fund under RTE: ATA
ITANAGAR, June 23: The central Executive Committee of Arunachal Teachers’ Association has appealed to the education minister and commissioner education for early release of sufficient fund to various schools of the state under Right to Education Act.
It claimed that with the implementation of Right to Education, collection of admission and other fees from students has been restricted by the government, further after the implementation of the Act till today no any school or institution has received any fund under Right to Education except maintenance grants and teachers grant from SSA Project.
The association further highlighting the financial problem faced by the teachers in their respective institution due to shortage of fund, said that, teachers will not responsible for delay start of academic session, if the state government fail to release available fund to all the schools of the state before opening of new academic session.
The association further urged the government to supply Text Books immediately so that the academic classes start in schedule in all schools of the state.

This is regarding demand of resignation of Health & Family Welfare & RWD Minister Atum Welly.
As per my personal view the entire illegal appointments and corruption is not related with him only because three months ago we read in Arunachal Times that there are above 2000 illegal appointments in various Government Departments.
In the Payi Gyadi case, it is being investigated to trace out the culprits.
So, only after completion of the investigation, if anyone is found guilty action should be initiated. But this is a not a right time for any organization, political party to jump blindly into the issue. It will not bring any result rather it will hamper the investigation process.
I request Payi Gyadi and all organizations to take up the case of more than 2000 illegal appointments to make Arunachal corruption free state.

Dear Editor,
It has become a common practice for most of the officials in the state to use the Government Vehicle for private purposes like shopping, long drives, dropping wards to schools or colleges and some even for rough driving and hunting. Whereas it is known to everyone including the commonest of the common man that the Government Vehicle is maintained and fueled by the public money and that the Vehicle is meant only for the official purpose that too with prior requisition, not excluding even the MLAs. Why is the Government silent and muted on this issue? Does the centre funds the state for this? Does the public pay various taxes for this? It is my sincere request to the state government and the DCs of respective districts to look into the matter. Also the head of the office of respective offices / departments should take proper action for better use of the public money.

Dambuk area has always been a victim of political negligence in the past thereby deprived of many developmental activities. All the developmental projects were being neglected by the Govt. on the pretext of communication problem and on the other side neglected surface connectivity. Besides all the head offices established, Roing area has got many important institutions like I.T.I, DIET, JNV, VKV, KV, Forest School etc. whereas on the other hand Dambuk area is crying for such important institutions. In this regard Govt. should have special consideration for establishment of Model College or Polytechnic at Dambuk.
Lastly, it is my sincere request to all the intellectuals, people and organisations to support the voice of DAYA and DASU for the development of Dambuk.

Dear Editor,
I would like to support the voice of Dibang Adi Youth Association (DAYA) for Degree College and Polytechnic at Dambuk. Further I criticize our Govt. for unequal distribution of developmental schemes in Lower Dibang Valley District. If this trend continues, people will lose hope towards our so called "Peoples First Government". Further this time the people of Dambuk should not compromise the establishment of Degree college and Polytechnic on the ground of communication bottleneck. Developmental schemes should not be always" headquarter centric" rather it should be divided equally among all the regions of that particular district.
Therefore it is my earnest request to our Education Minister and Chief Minister to look seriously into their grievances otherwise people of Dambuk will really lose their hopes towards our Govt.

The news item is not only the big embarrassment for present govt but shameful for the political leaders in particular and people of Arunachal in general. The ministers should resign on moral ground till the investigation is over.

Is it a road or a river
Dear Editor,
Let me have privilege to express some satirical thoughts regarding G – Extension road of Naharlagun.
If one would do an aerial survey of Capital, they might end up mistaking the road as River or Ganga Lake. As it is filled with stagnant water all the time and worst is in pleasant rainy day.
Shall we call this road as G – Extension Galli as like existing Galli of other cities? Here we don’t find distinct path way for pedestrian and vehicles, all moves abreast with Darwin’s theory of survival of fittest.
Though commercialized, even SBI and other banks established, yet still it is in its crater form.
Apparently, it’s been years the road is in its worst condition, everyone can see. Does the authority want us public to generate fund and renovate it?

In these particular places there is an apprehension of accidents and if so, responsibility of loss of lives and properties may be claimed from the Department of PWD Maryang Division.
I appreciate all the drivers of commercial and personal vehicles for their perfectness in driving.
On the other hand I totally blame the Department of PWD for their negligence. This
aforesaid particular places can be maintained within the total cost of not more
than Rs. 50,000/-
In this letter it is my humble appeal to the Engineering Department, the Local MLA, Jiten Panggeng and all other public leaders to find out a solution to repair these particular places and other parts of the ruined road. More over it is my humble request to the concern Engineering Department to appoint two permanent casual labourers for Padu village Block Point for immediate repairing and maintenance.

Reversing trend of development
Dear Editor,
It was nice to see associations coming out for some damage control act (Dambuk cries for development, June 20).I do not belong to Dambuk, however I have some deep rooted memories of my teenage years, hence the sympathy.
It may not be incorrect if I say Dambuk is the only place in the world which is reversing in terms of development. For others, villages have become towns, towns into cities and so on. It was way back in 1920 that the colonial British established the present school of Dambuk which is the 2nd oldest in the state.This very village was once considered one of the factories that produced brilliant students. Do I need to mention that the first ever IAS and Doctor of our state are products of this village? It has produced IITians, JIPMERians, and Technocrats as well.
It’s hard to believe that this village is living without electricity for years. Now,
I may be challenged by some readers that there are many villages that do not have
electricity. Well , it had. The small hydel was abandoned in around 1994, if I am
not wrong. Some villagers say that the machines were transported to a nearby district.
On the other hand, Dambuk has the worst communications compared to any place in the
state. It remains cut-
I do visit Dambuk sometimes, to meet my old friends. Despite so many years I have not noticed an inch of development in that area. My friends do tell me that every good govt. initiatives are channelled away from Dambuk, reason being the bad communication. In my view there are two very interesting things to it. Why not the govt.install an institutional project so that roads are build and I believe that roads will be built.
Dambuk has other reasons why it is calling for attention. The Anglo-
